This article explains the new PPP laws. Yes, money had the be put down to secure a spot in the bid process of 0.5% to 1.5%. The next step is 15%. So, for a 700 mil project, we would have to have put down between 3.5 mil and 10.5 mil to be approved like we were. Don't forget we get fees for the use of the Lux fund. I believe 15mil for ever 1 bil invested if I remember correctly.
