A public company can own a public subsidiary based on ownership of 50% or more of the common shares. This is more than likely the scenario as shareholders of the parent company would benefit off revenues from the sub. Shares of KAST could even be used as a dividend for the parent company shareholders. Current share structure is;

31,141,211 OS
10,750,001 Restricted
20,436,210 Unrestricted
20,501,834 Float

These numbers were updated recently too.

Lots of room to bring in a huge control block for any one of their subsidiaries or recent acquisitions, while keeping the share structure small and liquid.

IMO this is setup quite well.
