There is undoubtedly a narrow range within all EC countries that is acceptable to both parties. Say 10-15%, maybe 20% at most. Otherwise, they would seem unreasonable or just downright foolish. The difference between Sweden & the UK (160 vs. 144) is about 11%. A 20% difference from 160 would be 130. I don't see it going much lower than that.
