To be precise, October 30, 2022 would be 16 months after their last fiscal year (FY 2021) that was reported on 8/20/2021.

It seems to me that MVNT could be downgraded from Pink Limited anytime after that (i.e. any time after 10/30/2022).

Just doing a quick look, the OTC markets site does not really clearly indicate what is needed as far as quarterly vs. annual reports.

OTC markets more than anything just references SEC Rule 15c2-11, now I have not dug into the entire rule, but as you point out Rule 15c2-11 clearly states financial statements for a full fiscal year, one could argue that filing the annual and skipping the separate Q3 report would qualify as a full fiscal year financial report.
