So, from an outright re-submittal rejection to a full approval. What did I miss, anything behind it besides wishes & prayers?

I just find it odd. They have all the money in the world. Shouldn't that guarantee approval this time? Roll in who you need to roll in - whatever it takes until they say it's good. It's a plant that produces a toxin. There are plenty of toxin plants to use as a template. Many of your current employees once worked for a place that had a plant that the FDA said could produce a toxin.
