The borrow fees don't matter to short sellers that know for a fact that a stock cannot support a share price this high from where it ran from. It will probably even out in the 60-cent area or something next week but that's just technicals. These biotechs move super slow once they get sold off. I don't know about this company's financials or if they have enough money to fun future face trials what if they're going to raise money by way of dilution etc. But short sellers typically do know ahead of time so they don't mind paying the heavy fees. They made an additional 19% on their money today
