If they want to have almost any prestigious or even slightly prestigious J publish the article then the fact is they have to have embargoed the info to even discuss publishing. 'OK, we'll release the information now, then we'll try to get the study published later saying 'yeah, we did already let the cat out of the bag, but look, if you agree to publish us then we'll stop talking about it as soon as we have a contract with you to publish'.
That just does not work, the J wants to be the one releasing the most newsworthy or groundbreaking studies. Pre-scoop them and they won't even want to talk to you is my common-sense understanding. This seems quite obvious.
