Yes, July 20th is the "Expected publication" date of the appraisal document.
Subject to any appeal, the final appraisal document may be used as the basis for NICE's guidance on using icosapent ethyl in the NHS in England. The guidance recommendation is not intended to affect treatment with icosapent ethyl that was started in the NHS before this guidance was published. People having treatment outside this recommendation may continue without change to the funding arrangements in place for them before this guidance was published, until they and their NHS clinician consider it appropriate to stop.

I am not sure, but based on (i) the the date - 15/12/2021 - of the evaluation and (ii) timeline: 180 days for HAS to determine the acceptable price + 90 days for negotiation about the price: around 15/09/2022.
