Companies are chosen by a committe at Standard and Poors for inclusion in the Dow Jones Industrial Average. The criteria for inclusion in the Dow are are pretty few,. basically being a member of the S&P 500.

However, getting in the S&P 500 is pretty difficult. Have alook here:

They need to uplist to an exchenge like NASDAQ first. That's where your $4.00/share requirement comes into play. After that they will need to grow succesfully for quite a while before inclusion in one of the major indeces.

So, no. Biel will not be a component of the DOW any time soon.
