I doubt anyone withheld the article, but there probably has been a back-up at journals and anywhere else that has had to be a part of the process. And the journal may have needed some things from the researchers that may have taken some time to finalize. You just never know. This paper will be a huge deal. So doing it right and having all the signatures is probably a big deal to everyone involved.
