I talked about that with a Mexican journalist. I asked her if she though it might be that Jalisco was genuinely dangerous, and people were being murdered pretty frequently... Was the announcement of the "murders" simply considered plausible enough by people who lived there? So plausible they wouldn't bother to look into it?

She thought that was entirely possible. But sheesh! No local reporter even called the coroner, who said no such bodies had turned up.
