That is just how that person self-identifies in his letters to the Commission. The SEC doesn't edit the comments, so they publish whatever identifier the person gives. Some people identify as "private investor" or "retail investor", but I would not be surprised if someone wrote "Lord of all I survey" or some such nonsense, and the SEC would print it.
I bet this person is just a retail worker for Kay - I highly doubt he has any corporate management position, or represents Kay in any official manner.
