I could be wrong, but I would think it's cheaper for a company with experience writing ELD programs, to just write their own Windows version, rather than buyout a startup with no track record of selling even one ELD. (And so far, can't get Certified.)
But that's just me.
Besides, that statement ASSUMES that not one of these guys is already do just that.
