Maybe but that does not apply here. When there is no effective treatment in existence good enough is good enough. Any of the patients who are presently in the process of dying because DCVax-L was pushed back a year would know that though thankfully few are tortured by the knowledge a major life extension if not a cure is just inches away in the darkness, just out of reach.
