The only thing that I can think of quickly, is that they either have some specific information or evidence only pertaining to Healthnet, or they think that if they make an example of Healthnet that all the others will follow obeying the dictates of the verdict.

IIRC (or not), they did a prior authorization of requiring evidence of CVD to 'scribe generic?
