That makes sense. I would think that NWBO would apply to all 4 regulators at the same time, unless certain regulators demand more. The other question I have is if all regulators agree to the same things, like rolling submissions, or if each act individually.

It's my belief that the 4 regulators acted together on accepting the change in the SAP, so I don't know if they are, or aren't working together on other issues, especially on the acceptance of the FlaskWork unit.
