The USPTO announces about 4-10 weeks in advance of when a patent will issue, for every issued patent every time, so not unusual at all.

Once the issue fee is paid by NWBO, the patent needs to be published by the USPTO, which takes time. Also, US patent law dictates these timelines, they’re not arbitrary.
