In business, nothing is guaranteed until contracts are signed and finalized. The announcement that they are getting close to finalizing a partnership was made last month so there is no reason to assume it's not going to happen. We'll soon see...
Pennyscams like AMFE/FUNN/FUNNQ are always promising. It's the delivering part with which they have trubble.
Bobb Loblaw's was the most recent 'promising strategic partnership' (The Clownshow's own words in the PR). That turned ~OUTT well. As did the Gro3/RotoGro strategic partnership.
Oh well, both of those white elephants sold a ton of shares to retail for The Clownshow.
