The SEC almost certainly had issues with the Form 10 long before the 58 day mark, but since it would have become automatically effective after 60, and the SEC clearly wasn't going to let that happen, the company waited until the last minute to pull the plug on it.

But yes, the clock restarts at 60 days from the submission of the all new Form 10.
