HUMBL isn't close to meeting the Nasdaq listing requirements - they aren't a SEC reporter.

What exactly has HUMBL done to qualify for listing on Nasdaq.

And the OTCQB is meaningless - but it is pretty funny that anyone still believes that listing on the OTCQB - the SEC doesn't recognize it. And it is a tier created by the OTCM to generate more revenue.
