No they’re not.

An update is just that an in-house communication to shareholders usually put out by the CEO or other Company Officer.

A PR targets the investing public non shareholders and is put out by the Public Relations office of the company.
in the form of a Press Release.

That’s why it’s called a PR.

Investing 101.
