If you have cash to pay for a 4.25 million dollar home, why would you pay full asking price? You can bargain with cash.
I'm calling BS on this deal, and that it doesn't end up going through for whatever reason. If someone has the cash, it's better to finance a property like this if it's going to be used to generate income, spend the cash somewhere else that can make better use instead of a measily few % APR.
