There is no mastermind of multiple ScamCos, unless he is very well hidden or is ROBERT LEE MATZIG and he "bought" LOCH from Harris (which I doubt).

I think the TEXASS GANG are all running their own sets of related (butt not in common control) ScamCos, dealing with each other as opportunities present (IMMM and SHPH for example; DICUT AND CDEX as another), butt just running a common GamePlan and common SUPPORT NETWORK.

Intel officers understand the value of cells and compartmentalization, butt always lend a hand to their allies when possible and share tradecraft secrets (unless of course they don't fear the other guy and can burn them for a really big one-time score). The common thing is to get everyone on the same tier to have dirt on the others (hence insurance) and cooperate, butt run compartmentalized operations.
