There is much information to be googled and yes it does not make since for an individual to short a penny stock because of cost associated with it. But Market Makers have no cost to short and are gave special rules to cover which they have learned how to bend and break by passing the buck. Yet they still get caught once in a while and there are plenty of fines to prove it.
