It's odd for sure, the 'Unsolicited Quotes Form', is a loophole that can be exploited, to allow L2 quotation again. However, it's really only a half a step up from the Expert Market, as unsolicited quotes only represent retail and institutional investors orders, who are not affiliates or insiders of the company, so there are still a lot of restrictions to trading......and of course you still have the CE, which is a major issue as well.
Its definitely unusual to see happen, especially so fast, most never leave the Grey or Expert Market after suspensions, until they are finally revoked.
