NWBO legally was required to release TLD more than a month ago so that is a delay in releasing TLD and the article and since they are making TLD dependent on the journal article and the journal article dependent on TLD that means they had a maximum time frame of 12 months from the end of the trial which they have overshot.
The median time for articles which are not being used to hold up TLD for a trial is meaningless with respect to determining if there is a delay here.
