You only convert and get a restrictive legend removed when you want to sell, there is no other reason.
Besides….the fact that Foote felt compelled to get the leak out restrictions (such as they are) in place for the Pref B is a pretty strong indication that he knows perfectly well what was going to happen in the absence of them.
