TD Ameritrade will take a $10.00 sell order. Folks do it all the time. It's part of a theory that putting in sell orders locks up the shares from being shorted. Try it you'll see.
Either way, level II does not show every order on the books. It is currently showing plenty of 0.001 orders however! If it drops another tick, you'll see those 0.0009's.
