The risks are real just as the benefits are. What we lack are more specific tests that would identify those most at risk for bad reactions and or death which are limited but each one obviously important. The caregiver decision is the hard part that many minimize. The government can just issue an edict and walk away with little to lose from recourse against them for any severe reactions.
