Institutional investment would be all over this but most (if any) cannot because they are prohibited from trading penny stocks. Hedge funds can and are IMO.
But it does beg the question if in fact $NWBO is a 10x runner who wouldn't want to be all over this? 20-30% short position gains pale in comparison.
