Your one sentence is true. One doesn't fail to pay taxes for years unless they are in severe financial difficulties.
NOT ANYMORE.

Can't say the same for the POISON APPLE/TASMANIAN DEVIL.

This is still not correct nor does it reflect State of Louisiana Real-Property law.

The Assumption Parish website lists the Parish as the "PRIMARY" Owner. It does not list them as the ONLY-OWNER or as THE Owner or as the Sole Owner. "Primary" owner implies other owners or owner. It is right on the Parish website. It's been there the whole time. I saw it there 6 weeks, and it was obvious then as it is now.

The Parish did NOT-sue the Owner in court to take complete Ownership of the property. A long and very costly process. There fore the Parish can not be the "ONLY" owner

The State law is that THE-OWNER owns the Property and the Parish records what is commonly known as a tax Lien in the rest of the US, that bars the owner from selling the Property and deeding the sale until the current owner pays the past due property taxes.

It is not hard to call a state property tax lawyer and get the facts, instead of guessing.
