I imagine the first order was vetting out the initial process and to have a small quantity to go to trials with.
As I've said before, this is great because it's the next milestone/step in the process, but not some kind of huge order to put on store shelves for consumption by the general public.
I feel this is why the needle barely moved when the announcement was made concerning Samsung Biologics.
