I agree with your take though I also think a broad regulatory matter on an important issue, not specific for NWBO, but generally, is pending and that may be bottling up the ability to release. There is no “issue” with that matter, it is scheduled to be made final before the end of the year. So it is just an agency scheduling issue, but it has impact. Just my opinion.
