Here’s what I think.

They use those three months “or longer” for manual production, then at NICE price guidance, dendritic cell generator starts manufacturing transition. Costs reduced by then, yadda , yadda, yadda.

In other words, profits don’t start rolling in until Nice guidance + automated closed system manufacturing. Meantime, government will not exceed reimbursing for product manufacturing costs.
