Each and every turtle? Again you assume a turtle will be as common as the reflector turtles we have now. That isn’t the case, depending on the application and where its used it could be as little as a few dozen in a small city or a congested downtown area. They can be used in so many different ways to manage traffic and gather data, even spaced miles apart.
Roads were torn up all over the place to install cable television wires that are almost useless now. Wasn’t a problem to to do that back then don’t see a problem providing a power source for a turtle where they are needed wether it’s hundreds of feet apart or miles apart.
