The SEC moves...slowly. One only need to read their PRs to see that it's a few years, more or less, from initiation to conclusion of an action. Not saying that SHMP will end up in an SEC PR, just saying it takes time.
The OTC and pennies should be a target-rich environment for the SEC, but I agree, they aren't doing nearly as much as they should.
