Can you venture a reasonble guess as to why Billy doesn't yet have the money?
It's been 12 weeks and it seems (to me) that the terms of the deal agreed to on July 9 (or thereabouts) would require the defendants to each put in their respective portions of the deal by now.
Even if the funds (hopefully) go into a court-controlled escrow account, what would cause this money to stay there for 12 weeks?
My federal experience is very limited, certainly not to settlements like this, but 12 weeks is IMO rare for disbursement of settlement funds.
I hope there's a motion to compel the funds to stay in escrow.
Without something like that, I think Billy already has the money.
