If I had to guess, I would say some of the other big players are balking at the process. The other report from the Army was due 9/15ish (30 days after report to Congress) and 9/29 is the end of the fiscal year, so maybe they are trying to lock in the use of the remaining 50% of FY21 money they couldn’t spend until the reports were in.
Not sure what RFI your talking about but i'll speculate with the S/SVT weapons optimization request and awarded to Meggit and Cubic back in 2019. Now if I remember correctly that was for a simulated (fake weapon) prototype design and not an organic weapon. one of two things probably happened; they didn't like the prototype or they changed the program requirement from a simulated(fake) weapon to an organic weapon for better training purposes. To be clear the SVT is different from IVAS-SIVT.
