If it can be assumed that the certification will be granted then yes, you are correct. However, you must also consider that the Sawston certification is not a given. There are myriad reasons why the application could be denied, and if the findings are significant they can't just make the recommended changes and get the license.
I'm fairly confident that is not the case, but it cannot be assumed to be so. Can you imagine what the share price would do if the application were rejected? Warrant holders that are bigly in the money must consider that in their evaluation.
