Learn to read. It’s 1 million public held shares. Not public trading shares. Public held shares can come in many forms. Also it’s a $4 minimum bid. $3 minimum close. Also, if they have investment banks onboard that fulfill the other Nasdaq requirements (syndicate). Then the basic rules do not apply.
