I count only 19 excluding ones that show the name "David S. Koos" instead of "David R. Koos."

I don't know, but I don't think David S. Koos and California Institute of Technology are Regen BioPharma, Inc. related.

I believe that Regen has a number of “abandoned” applications, due to non payment, in a variety of stages. And those seem to be actively being addressed.
