Jack, there is no other explanation. There is no reason for NWBO to itself become a CDMO, it is a costly business and not all that profitable. If they were already in the business, like Charles River, they can scale it, that is not the case for NWBO. No reason for them to start one, no reason for them to permanently build one either, and certainly not up front for a massive operation.
It is scalable, as set up. I know of no manufacturers who would not want to set their business up so flexibly.
