I would find it highly shocking to believe that the legacy Tilray shareholders went from being overly apathetic to the most aggressive voters ever.

Hahaha... i know it doesn't seem correct.
Somewhere in their write up after first vote failed was the number 20 million shares still not voted... I'll have to find it and re-read it. But if that is all that's left not counted, then an unbelievable amount of holders did cast their votes... I must be missing something.
