I think this is the same IDIQ order from mid May. It has just been modified . It would be a very weird coincidence if the same agency submitted the exact same IDIQ order for 24.5M 3 months after submitting the first.

I have a hunch this is what was changed "Other Federal agencies can place delivery orders with Contracting Officer Approval."

So basically if im understanding it correctly this IDIQ is now fair game for anyone. Army, Navy, DEA, any Federal agency.
