That's because those shell companies are being propped up by well funded/ organized groups that are not ready to dump yet, they have a price in mind, and when it hits that price, look out below!

It's actually easier to pump and manipulate stocks that don't have a real product, because of the deception that is required. A real product has sales, it might even be something that the investors themselves buy.
