I don't think you can purchase it until they start reporting Financials. There's a new SEC rule that is going into effect for penny stocks

Etrade and TD Ameritrade allow purchases but no for long with the new OTC rule coming in Sept. where they will not allow buying shares in dark OTC companies (no current reported financials).
