On 18 Jun (almost 2 months ago), the CEO tweeted that the filings were ready to upload as soon as they were approved for the OTC IQ website.

On 22 Jul (almost 3 weeks ago), EEGI received access to OTC IQ:

$EEGI we now have access to IQ and we are in the process of uploading filings for approval. I was told by OTC as long as we upload them by due date they will be accepted even if their approval process takes longer. Keep an eye out for offical PR next week. Yet, here we are still waiting for them to upload filings.

It seems pretty obvious that they have been lying about things for quite a while.
