In most cases power resiliency is built around the grid where a residence exists. There are grids identified as critical infrastructure which are exempt from brown or blackouts.

I noticed that the Coalinga site is not too far from the Pleasant Valley Prison. You'd have to believe that the prison is critical infrastructure so the likelihood is that NXGWY shares the same grid.
