As I recall, someone spoke with Billy a while back, and Billy told that individual that he would not be holding anyone's hands through the process. Maybe Billy cannot manage stuff and someone needed to hold his hands through the process. Tends to fit the fact pattern. The ex-boyfriend/girlfriend thing may or may not be partially separable.
