Like I said, the companies don't all show up at the FDA with Data on the same day...trials take months or years. A dozen trials spread over two years is only one every two months on average. Even lazy FDA bureaucrats can handle that workload.

Like I said, I can name a dozen companies working on horrific rare diseases that are in P2/P3 trials.
